City Notice – Tree Removals
Hello Neighbors,
I wanted to pass along a notice I received from the city regarding upcoming tree removals in our area.
Chairs and members of the CAN-DO and West Salem Neighborhood Associations,
The Department of Public Works has received a Street Tree Removal application to remove 120 City-owned trees to provide staging areas and construction access for the Oregon Route 22 (OR22): Center Street Bridge Seismic Retrofit project. A total of 54 trees will be removed from the west side of the Willamette River, including those within Wallace Marine Park, and 66 trees will be removed from the east side, including those within Riverfront Park.
The application has been reviewed by City staff and it has been determined that the trees meet the criteria for removal described in SRC 86.090(a)(8) because of construction impacts. Please see the attached Notice of Tree Removal, which is provided pursuant to SRC 86.080, for more information. The trees were posted onsite by City staff to provide notice of the tree removal. I have also attached a map to more easily identify the location of the subject trees.

NOTICE OF TREE REMOVAL
EFFECTIVE DATE: November 25, 2025 (if no appeal is filed)
CITY TREE REMOVAL PERMIT APPLICATION NO.: 25-111752-TR
NOTICE OF DECISION DATE: October 20, 2025
REQUEST: Removal of 120 City-owned trees to provide staging areas and construction access for the Oregon Route 22 (OR22): Center Street Bridge Seismic Retrofit project. No privately owned trees are proposed for removal. A total of 54 trees will be removed from the west side of the Willamette River, including those within Wallace Marine Park, and 66 trees will be removed from the east side, including those within Riverfront Park.
APPLICANT: Oregon Department of Transportation (ODOT)
LOCATION: Marion County Assessor’s Map and Tax Lots: 073W22CD00401, -00500, -00600, and -00700, Polk County Assessor’s Map and Tax Lot: 073W22C00100, and adjacent public right of way.
CRITERIA: Criteria for removal of a tree on City property is found in Salem Revised Code (SRC) 86.090(a).
FINDINGS: The trees proposed for removal meet criteria (8) as described in SRC 86.090(a) due to construction impacts from the OR22: Center Street Bridge Seismic Retrofit project.
DECISION: The Public Works Director APPROVED City Tree Removal Permit Application
No. 25-111752-TR subject to the applicable standards of the SRC and in conformance with an approved site plan.

This decision is final unless written appeal is filed with the City of Salem Development Services, P.O. Box 14300, Salem OR 97309, no later than 5:00 p.m., Monday, November 24, 2025. Alternatively, you may email a written appeal directly to the case manager listed above. The notice of intent to appeal must state the basis of the appeal and why the decision was in error. The appeal fee must be paid at the time of filing. If the appeal is untimely and/or lacks the proper fee, the appeal will be rejected. The Salem Parks and Recreation Advisory Board will review the appeal at a public hearing. After the hearing, the Salem Parks and Recreation Advisory Board may affirm, amend, or rescind the action, or refer the matter to staff for additional information.
